These guys are faction specific Miners that come through and clean up the wreckage left behind in their faction's territories. They normally won't fire back at other ships and are focused more on avoiding weapons fire as able while doing their job. If a player doesn't mine up the wreckage after a period of time these miners will jump in and start work on that as able while trying to avoid ending up more wreckage. Normally miner fleets will be sent out from the home sector of a faction and will jump from sector to sector at the default range. If Miners are already in the sector they'll get to work once the usual lockout timers for loot are over. Normally you'll only see a number of miners based on how bad the wreckage fields are in a sector. 1 or 2 should be good for most jobs but there could be up to 10 to 15 for really bad ones like if a sector is constantly under attack or something.
