Crew requirements for player stations?

Is it normal to require hundreds of crew before you can max out the cargo space on a station? I understand needing more crew, but it seems a bit extreme to have a larger crew required to basically babysit a cargo bay than my warship requires to vaporize enemy ships. I was using iron cargo bays to save materials, would the crew requirement be lower with better bay materials?
