NPC's hailed me for stolen goods in a sector I owned that they owned previously

So basically, the map says "controlled by me" because i have the most stuff in it. From my understanding that means I own the sector.

 

The npc faction who previously owned it initiated the stolen cargo hail. I believe the only reason they did that was because they owned it before.

 

I dont know if this is really a bug. Maybe it is just a misunderstanding on how its supposed to work on my end, or maybe the "owned by me" displayed on the galaxy map doesnt mean what I think it means...

 

At the very least, I think it is misleading to say a sector is owned by me on the galaxy map but im still able to be hailed for stolen cargo by npc who also live there and previously owned it. The cargo licenses say they help you transport stuff in territory controled by x faction after all.
