Pretty much what it says on the tin. Basically, when first encountering a hostile faction (that isn't pirates), you get an option to pay them a tribute before they immediately open fire on your ship. It's one thing to hop into a yellow blip and get a face full of lasers, it's another to hop into a green blip and find yourself droned by the time the loading screen is finished.
