diplomacy - stray shot with reduced negative rep impact

Suggestion

problem: your fighting for an ai faction, trying to improve your rep by defending their system, when one of their ships launches a cloud of drones that promptly get shredded by your chain guns, resulting in so much rep loss that you end up at war with them.

 

Solution: a rep lockout so the first ship you hit get designated as primary rep until you haven't hit someone from that faction for at least 10 seconds.  All rep gain/loss from any faction target other that the primary is reduced by 90%.  So yes stray shots still hurt your rep but killing a cloud of drones by accident when shooting something else will no longer send you to war, and yes if your fighting a combined alien/pirate group you'll get less rep but i think its should be better overall as it should prevent accidental wars.
