No Aliens or Merchants In server and no Pirate Boss or AI

Hello, I've noticed an issue with a regular server that I play on.

 

It seem that no matter how long I spend in a sector Aliens and merchants will not spawn. Also it seems that I no longer get any Messages that tell me of the progress of aliens ships, the Sub space signatures and what not. Also I've noticed that there are no Distress signals at all. I spoke with the server owner and he said that he gets aliens and merchants Him and another member of the server.

 

I asked the server owner to restart the server and he did however that did not change things. This also includes the Ai Boss and the Pirate Lord Not spawning (Even after 8 empty sector jumps for the Lord)

 

I've asked four other players and they too have said that they don't have any aliens or merchants spawning.

 

I then asked the server owner if he ran any mods and he said the only mods he ran were the mods that fix the captain bug in the shipyard and to be able to re spawn at a shipyard that you wish.

I've also been trying to get the Pirate Lord Boss to Spawn

 

 

These have been all the Sectors I have been too and i have not been able to spawn the Pirate lord, I haven't really given the AI a try as much however.

 

 

If anyone has any Idea what can be done to help fix this?
