Server not always polling correctly

Hello, i have a stand alone server that i have connected to in the past and i have had 2 other friends join, but first they needed to try to join via steam friends, after this they were able to see the server until the next day. 27003 udp is open along with all the other needed ports, i pulled the password off the server and saved tehn uploaded it and when it polled the server again it still asked for a password. Please help.
