Dedicated Server with Behemoth event clearing sectors when no one online

As per title; the dedicated server has the behemoth event enabled and the behemoth is clearing sectors when no one is online. Is this by design?

The only setting I've been able to find is in the server.ini under [game] with 'BehemothEvents=true' I've not been able to find info on any other settings.

If you could please share what the settings are and where they're located that would be great.
