Small block optimization.

With the dawn of torpedoes I have seen an increase in slowdowns  and freezes when smaller blocks are hit. While this issue only effects builders who go for high detail it does pose an issue for players who play on the same server and are in the same area since they are also effected by the freezes and stuttering.

 

That being said I hope blocks get a serious overhaul so this problem no longer exists.
