How to trade fighters to other faction members?

So me and my faction like to trade our turrets and upgrades depending on who needs them, we were attempting to set up a home base and we made an ore mine to trade our stuff back and forth but even though the station is a faction station (shows up in ship list since the owner transferred it to faction). But none other than him can access the station to build onto it or put fighters in it, or store goods in it. Is there a way to do that?

Did you found an alliance together? In that case you should look up your rank permissions.

Some ranks might not be allowed to make changes to alliance stations.
