Server shows unreachable both locally and externally

I have a dedicated windoes server running under Windows 2016 Server.  The local firewall is turned off, and I am having issues connecting to it. 

The main problem being that when I go look at my server both locally or externally it shows as unreachable and I cannot connect to it.  Please advise.
