Laser Modulators - Do they exist?

I have found a list of factories in order to start building my own salvager turrets through the turret factory. The issue I'm facing is that I cannot find the Laser Modulator factory. I can find the item itself on certain trader outposts, but I dislike the random nature of that. Do these factories spawn closer to the center, or is there another way of finding them?

 

Currently the factions close to me are destroying eachother so trade-routes are broken, which means a lot of traders are out of stock. I need to find the source of the commodity.
