How to send regular Global Messages via Server.Ini

Greetings everyone,

as the title said, I Need a way to Display a Global Message regularly on the Server. Is there any Way to do this? Additionally, I would like to send a Automatically generated message to Every Newly Generated Player. Thanks in Advance for the Response.

I use a tool called RustAdmin.
I can show you my configuration for it. 
You can use daly, perodicaly or just messages which are once send.

Hey, danke für die Antwort. Hab die Verbindung mit dem Server zum laufen gekriegt, das wars dann aber auch schon. Wie genau würde das mit der Willkommens Mail dann funktionieren?
