Steam Crashes - Demo Works

I have downloaded -> Installed -> Launched Demo.  I then proceeded to Steam version to purchase an early access version. 

 

Demo launches, plays/works fine.

 

Steam version will not load up with a "shader error."

 

OS: Windows 8.1  64 Bit  build 9600

CPU: AMD A8-6500 3.5Ghz

RAM: 8 GB DDR3

GPU: NVIDIA GeForce 210 (Driver version 342.00 with OpenGL 3.3 Extensions - Oct 2016) - integrated graphics turned off in BIOS, dual monitors [Mon1: 1920x1080, Mon2: 1280x1024]

DirectX: 11
