Artifact V and exotic turrets did not drop after completing the artifact delivery quest and beating the Four after salvaging the entire sector

So I beat the four and completed the artifact delivery quest and the artifact did not drop and the brotherhood quest is bugged at "defeat the top of brotherhood and find the artifact" and the location of both the brotherhood quest and artifact delivery quest location are the same for me. So naturally it should have dropped immediately after killing the four, from what I have seen from tutorial videos on youtube and the information that was posted on the avorion wiki for these two quests.

 

Is there anyway to obtain artifact 5 even though this happen or a way to redo the quest, or am I just out of luck and have to restart an entire single player server again just cause of this issue?
